Childcare Subsidy Reassessment: Ask Your Preschool
EduNanny® by BUTLER · Parent guide
If your family’s finances or circumstances have changed, start a subsidy-reassessment conversation with your preschool. Ask which process applies, what information it needs and how an approved outcome would affect your fees.
ECDA uses fixed assessment points, and it also provides a route for requesting reassessment between them. Knowing which route you need helps you prepare a clear request without assuming that your subsidy has already changed.
Check where your child is in the assessment cycle
ECDA’s guidance on income changes says it assesses the applicant’s working status and household income at three stages: enrolment at a new preschool, the move from infant care into childcare, and progression from Nursery 2 to Kindergarten 1.
Between these points, a household income change does not affect the preschool subsidy or Kindergarten Fee Assistance Scheme amount unless you choose to update ECDA and reapply for new rates. ECDA directs parents who want to do this to their preschool.
| Your situation | Published assessment route | What to ask |
|---|---|---|
| Starting at a new preschool | A fixed assessment point. | Ask: what the new preschool needs for the application. |
| Moving from infant care to childcare | A fixed assessment point. | Ask: which programme and transition date will be recorded. |
| Moving from Nursery 2 to Kindergarten 1 | A fixed assessment point. | Ask: how the preschool will arrange the assessment. |
| A change between those stages | A request for reassessment may be relevant. | Ask: which update or reassessment process applies to your circumstances. |
Explain the change and ask for the right route
In its answer about requesting higher subsidies, ECDA directs parents to approach their preschool about Form 2, the Subsidy Update and Special Approval Application. Its examples include a substantial income reduction following employment or income changes, and changes in family composition or marital status.
The same answer says that parents who received an application outcome recently may approach their preschool to request an income reassessment. Describe your situation and the timing of the last outcome so the preschool can tell you which route to use.
If your application through LifeSG has already been approved and you want to update the employment or income details you submitted, ECDA’s LifeSG update guidance says to obtain and submit a hardcopy Form 2 through the preschool.
A request is a step towards assessment. It does not itself confirm that higher support will be awarded. Ask the preschool to clarify any condition you do not understand before completing the form.
Prepare one clear account of what changed
Make the conversation easier by gathering the details you already have. This is a preparation list, not ECDA’s official list of required documents:
- Your current arrangement: the child’s preschool, programme and existing subsidy outcome.
- The change: what happened and when, stated plainly.
- The request: whether you are asking about changed circumstances, updating approved LifeSG details or a recent outcome.
- The next step: the form, supporting documents and submission method the preschool asks you to use.
Ask for the actual document requirements for your case. Use the preschool’s agreed submission channel for private employment, income or family records.
A message you can adapt
“Our family circumstances changed on (insert date), and our latest subsidy outcome was issued on (insert date). Could you confirm the reassessment route, the documents needed and how we should submit them? Please also explain how we will receive the outcome and confirm the fee payable if the subsidy changes.”
Follow the application and resolve missing information
ECDA’s notification guidance says that application outcomes and any required actions are communicated through email, SMS and the LifeSG app. Application status can also be tracked in LifeSG. ECDA or the HOMES Ops team may contact you if more information or documents are needed.
The preschool receives a copy of the email notifications. ECDA advises contacting the preschool if you receive no notification or have questions about the application. Keep your submission and outcome records together so you can refer to the same information when following up.
Confirm the fee payable before revising your budget
When an outcome arrives, ask the preschool to explain the approved subsidy, its effective date and the fee you will pay. Check how the decision relates to the programme your child actually attends and to the next invoice or payment.
If a figure or date is unclear, ask for clarification before relying on it. While a request is being considered, use your current confirmed fee for planning rather than counting on a larger subsidy or a backdated offset.
Your useful endpoint is a complete request, a recorded outcome and a clear fee payable. If the approved amount differs from what you expected, use the outcome and your current circumstances as the starting point for the next conversation with the preschool.
Keep the care arrangement and funding route together
ECDA’s Basic and Additional Subsidy guidance concerns Singapore Citizen children attending ECDA-licensed infant care or childcare centres. Confirm the relevant scheme and conditions for your child rather than applying another family’s subsidy figure to your budget.
The ECDA childminding pilot and private nanny care at home are separate care arrangements. This preschool application process does not establish the funding available for either. Our infant care-options guide explains the care-setting distinction; EduNanny’s current pilot service page gives the service context.
